Banning raves did not quite work in Devore as some on San Bernadino’s Board of Supervisors would have hoped, so the powers that preside over the area that San Manual Amphitheater resides in are thinking about implementing the same method that LA has taken up. The Rave task force that is being considered will echo what its predecessor enforced: health and safety guidelines for every electronic event formed that would take ideas and suggestions from local residents.

As Important as it would be to follow a guideline on what supplies to offer for harm reduction purposes, this can also allow for possibly unfavorable suggestions. Many have pushed to end events like Nocturnal Wonderland at 11PM instead of 2AM due to noise.

Devore resident Valerie Henry, president of the Devore Rural Protection Association and a 32-year resident of Devore, said that short of ending the events at the amphitheater all together, she said she would at least like to see the events end at 11PM.

“All other concerts or festivals end at 11 p.m. It shouldn’t be any different for these,” Henry said Monday in a telephone interview.

Another thing Henry suggests is to convert the rave into a “silent disco” after 10 p.m., where attendees wear wireless headphones and the music is broadcast through a radio transmitter, which would end the noise problem all together.

“The kids get the same experience, but the surrounding neighborhoods don’t get the impact of the noise,” Henry said.

Rutherford is pushing to get the raves back to an 11 p.m. end time, as was agreed in its original contract with Live Nation, but later amended to extend the end time at 2 a.m. She said the silent disco idea was broached with the event promoters, but it was determined it wouldn’t work for such a large, outside venue.

“Apparently it works at small indoor venues, but no one has figured it out for the large outdoor venues yet,” Rutherford said Monday in a telephone interview. “I thought it was a great solution, but it won’t actually work.”
